This is either an issue with the computer or the database itself. At
which point during the conversion does the "Unable to open company"
message come up? If it's at the very beginning then the chances are that
it's an issue with the computer, if it's in the middle or at the end then it
may be the database.
Have any other files converted on that computer? If yes, then we know
that the computer is capable of conversion and the problem resides in that
specific database.
The main issue with the computer would be the system's security, either
Windows itself or other software (McAfee, Norton etc.). Vista
is particularly prone to this as it has enhanced security built in. Take
a look at THIS knowledgebase article for troubleshooting steps.
If it still does not work then it's probably the database itself that has a
